Eviction drive at Pasighat

Burglar arrested, stolen property recovered
ITANAGAR, Nov 28: In a major breakthrough, the City Police has apprehended one Rajib Tanti, age 26 years, from Laluk area of Lakhimpur district, Assam in connection with Naharlagun PS case no. 143/12 U/S 457, 380 IPC.
Naharlagun police team comprising SI T. Nega, HC I Ngomdir, HC [D] T Hinda, Ct T Drai and Ct CT Kokma following a tip off rushed to No.2 Parvatipur, Harmoti, Assam and apprehended one Rajib Tanti, a permanent resident of Dolohat Tea Estate, under Laluk Police Station. One mobile handset and few stolen local ornaments were recovered from his possession. The CJM court has sent him on seven days police custody, according to Naharlagun police.
The arrest was made following a written FIR from one Ipe Basar AE/PWD Itanagar on October 31 informing that his local beads, laptop, 2 (two) mobile handsets worth Rs 15, 00,000 were stolen by unknown culprits. Accordingly a Case no 143/12 U/s 457/380 IPC was registered at PS Naharlagun and endorsed to SI T. Nega for investigation.
While appreciating the good work done by SI T.Nega and his team, SP Capital assured to suitably reward the team for putting their best efforts to recover stolen property.
Imbibe righteous values of the Sikhism: Governor
ITANAGAR, Nov 28: Arunachal Pradesh Governor Gen (Retd.) JJ Singh called upon the Sikh community to imbibe righteous values of the Sikhism and stay rooted to their cultural heritage and traditions.
Attending the 544th birth anniversary celebration of Guru Nanak at Gurudwara Saheb, Naharlagun on today, Singh exhorted them to maintain the spirit of sacrifice and community service and help the other people.
The Governor emphasized that true Sikh is the one, who is a good human being and live by the path propounded by the Gurus. Do good deeds and remember the God, he advised.
General Singh, who have visited many countries in the recent past said that because of the strong traditions, hard work and cohesive living of Sikh community, they are respected and well regarded throughout the world.
The Governor appreciated the Gurudwara Singh Sabha Prabhandak Committee (GSSPC), Naharlagun for organizing the jayanti and properly maintaining the Gurudwara.
The Governor also participated in the Shabad Kirtan and Anand Saheb Path organized on the occasion and performed by the Ragi Jatha from North Lakhimpur. Led by Gyani Surindra Pal Singh, he also took part in Ardaas (Common prayer).
Earlier, President of GSSPC, Naharlagun Sardar Sukhvinder Singh Sandhu welcoming the Governor, expressed gratitude for latter’s participation and for his immense contributions towards the Gurudwara. ‘Strengthening grievances redressal mechanism top priority of City police’
ITANAGAR, Nov 28: A proposal has been submitted to the State Government through PHQ Itanagar to constitute a District Level Committee to bring more transparency and accountability in police functioning, informed Capital SP Surender Kumar. The constitution of the district level committee would strengthen the grievances redressal mechanism, the SP hoped and said the committee would meet once in every three months to discuss various issues related to problems of public with respect to police.
The said committee would be headed by either CM or MP of the area. The members of the committee would be comprised of all local MLAs, renowned educationist, eminent jurist, CE (West), DMO, district forest officials, Chairperson of reputed NGOs, Chairperson and member of Women Commission, prominent leaders of students union, District DC and SP etc.
The list of the members of the said committee would be submitted to Govt. for approval after the executive order for creation of said District Level Committee is issued from the Governor of A.P. Secretariat, Itanagar.
The said committee would provide suitable platform, where public and police can raise their grievances and can find out amicable solutions of their problems.
Coordination meet resolves to defy bandh
ITANAGAR, Nov 28: Capital Complex Deputy Commissioner Sanjay Goel in a coordination meeting with the Govt officials, Market Welfares committees and transport federations informed about the loss caused to the common man due to frequent bandh calls given by different organizations in the Capital Complex. Due to the frequent bandh calls, the livelihood of poor persons including traders, commercial vehicle owners, vegetable vendors, daily wage earners is adversely affected. Most of the time of the District Administration is lost in maintaining law and order in the capital complex and as a result, the development issues take a back seat, he said adding most of the organizations giving bandh calls are unregistered, have no membership base and there are no substantial issues involved in the bandh calls.
The meeting organized in view of bandh call given by an organization on 29th November was attended by city SP Surendra Kumar, ADC, SDPOs, Itanagar/ Naharlagun, office bearers of Market Welfare Associations, Itanagar/ Naharlagun/ Nirjuli/ Banderdewa and office bearers of various transport federations/associations, according to an official release.

AASSATA to go with proposed strike, ATA extends support
ITANAGAR, Nov 28: All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) has decided to go with its proposed indefinite pen down strike from December 3 despite warning from the Govt to invoke clause of the “no work, no pay.”
Vehemently reacting the state Govt decision to take stern action, the AASSATA said it will not call back its earlier proposed pen down strike. The committee constituted for submitting a report on the regularization of remaining 2003 batch SSA teachers couldn’t prove itself to be worthy enough in the eyes of the SSA teachers, it said.
The committee which was formed on 27th February 2012 had its preliminary sitting on 15th November after a gap of 8 months but it again failed to submit its report even after an extended ultimatum up to 20th November served by the association. This proved to be a fatal blow to all the SSA teachers. Therefore declaring the proposed indefinite strike as uncalled for and illegal by the concerned authorities is unjustified, it said.
“Many contractual employees served earlier under different centrally sponsored schemes like operation black board (OBB) and Hindi language junior teachers (HLJT) were also regularized through a regularization service policy at one go after a short span of 3 years in service. So our demand for regularization even after nine years of selfless service can’t be claimed to be unjust neither on the ground of huge state financial implication nor on any other irrelevant subjects,” the AASSATA said in a release.
The AASSATA, however, lauded the state govt for implementing a service regularization policy based on ‘as and when regularization arises’ in the state. But this process is stated to be a very slow and a time consuming one which deprives the same batch of teachers in regularization and in giving equal status to them as per their appointment.
The Association said instead of having any grudge the present Govt needs to find and workout on positive strategies in solving the legitimate demands of the AASSATA .
Meanwhile, the Central Executive Committee of the Arunachal Teachers Association (ATA) today decided to extend its support to the indefinite pen down strike announced by the AASSATA from December 3. The state Govt should regularize all the SSA teachers of 2003 batch at one go as per the Cabinet decision of Sept 21, 2010, the ATA CEC said.
The failure of the committee formed to look into the demands of the AASSATA has compelled the ATA to extend unconditional support to the serving contract teachers, it said.
Delay in construction of bridge causes concern

It is also alleged by the people that the implementing agencies did not call tender against construction of bridge at Kadang, Tatsing and Ngopok river pints and thereby violated the norms and project guidelines.

Army conducts medical camps in remote areas
ITANAGAR, Nov 28: In its attempt to strengthen the relations and build confidence of local people of remote areas of Arunachal Pradesh Indian Army conducted ‘Patrol Milap’ and organized medical camps in the remotest areas, where practically no medical facilities are available.
One team led by Maj. Himanshu Joshi of 7 Bihar Regiment and another party of 13 Indian Army led by Lt Mohit Dixit of 7 Bihar Regiment and Lt Sanjay Rangani of 70 Fd Regiment conducted Medical Camps at various remote areas in and around Marjunla Camp.
The Party headed by Maj. Himanshu Joshi organized medical camp at Marjunla and Khenwa, Sangbai Camp, Chyang Tajo, Narri Camp and Domdilla.
Another party headed by Lt Mohit and Lt Sanjay travelled near about 110 Km on foot in a very difficult terrain and adverse weather conditions to deliver a token of humanity and faith to the people, who have never even crossed their village boundaries.
The team conducted medical camps at Nampe and Venia. The people of Lamniya were also benefited by this medical camp. Other villages in the deep forest namely. The team also reached to remotest Yakli, Machi, Mechar villages.
The Indian Army provided medical aid to almost 2000 people covering 20 remote villages in the area treating the most prevailing diseases like malaria, RTI (respiratory tract infection), diarrhoea, stomach ache, joint pain and skin infection during the 8 days campaign.
The local authorities also helped the Indian Army in organising and conducting the medical camp. The DMO provided medicines to the Indian Army team. NGO Karuna Trust also assisted the party in the camps.

Review cum awareness meet on TDF held
ITANAGAR, Nov 28: A review cum awareness meeting on Tribal Development Fund (TDF) was held at Laptap village on November 26.
The joint Technical Management Committee (TMC) meeting reviewed the project activities in progress at the site and also enlightened the beneficiary farmers of Laptap, Pech, Hoj and adjoining villages about status report on TDF Project through PowerPoint presentation by Vivekanand Safi, Subject Matter Specialist (Fisheries) of KVK Papum Pare.
Dr. T. Heli, Programme Coordinator, KVK, Papum Pare informed that TDF project was conceived with integrated farming system (IFS) module wherein orange orchard was the core activity which is infused with agriculture, animal husbandry, fisheries and other livelihood improvement programmes.
The KVK Papum Pare, the project implementing agency, mainly focuses on need base capacity building programme, such training, method demonstration, plant protection and exposure visits of the beneficiaries, Dr Heli said while informing that two key beneficiaries from each village has been trained to serve as trainer for other farmers in the village with ‘each one teach one’ module. He further informed the participant that the said project is in full progress as per the target.
Tana Tada, field coordinator, NN Charitable Society appreciated the noble concept of rural development for enhancing farmers livelihood opportunities by the KVK. He informed that the present TDF project is sure to success and sustain in future for their livelihood opportunities as per beneficiaries response at ground level.
N. Amar, Chairman, NNCS informed that more and more farmers are coming forward to avail the benefits under the TDF Project. He requested the General Manager, NABARD, Itanagar to plan for value chain and marketing of locally produced orange, pine apple and banana of beneficiaries of TDF Project.

KHONSA, Nov 28: A district level review meeting on Total Sanitation Campaign (TSC) renamed as Nirmal Bharat Abhiyan (NBA) was conducted by PHE & WS Division, Khonsa today.
Likha Tekhi, Executive Engineer cum Member Secretary of District Water and Sanitation Mission (DWSM) highlighted the salient features of NBA. The progress of various component of TSC, including Base Line Survey (BLS), Project Implementation Plan (PIP), physical and financial progress, outstanding bills, revised estimate of both Tirap and Longding districts were presented by him through PowerPoint. He also informed that APL families would also be considered under NBA to avail incentive for construction of individual household latrines (IHHLs) at par with BPL families. He urged the gathering to keep strict vigil on illegal tapping of water from drinking sources and also to ensure quality of water supplied for consumption.
Chairing the meeting, Tirap Deputy Commissioner cum DWSM Chairman Dr. Sachin Shinde, suggested for construction of sanitary toilets by self and not by contractors. 3 days training on MPAE begins
PASIGHAT, Nov 28: A three days long training program on Management Practices on Agricultural
Extension (MPAE) organized by SAMETI Pasighat in collaboration with EEI-
Dr. AK Bhattacharya and Dr. Dharmendra Bartmuly from Extension Education Institute (EEI) of Assam Agriculture University (AAU) are imparting training as resource persons to thirty Subject Matter Specialist (SMSs) and Block Technology Manager (BTMs) of East, West and Upper Siang districts.
While inaugurating the training Deputy Commissioner R K Mishra said investing in human capital is one of the most effective means of reducing poverty and encouraging sustainable development.

Education sector in Upper Subansiri needs Govt attention
Dear Editor,
Through the columns of your esteemed daily, I would like to draw the attention of the concerned authority, public representatives and NGOs towards the miserable and dilapidated conditions of various schools and other problems of the Upper Subansiri district.
The govt has established schools in towns and all villages of the district but it has forgotten to equip these schools with required infrastructure and facilities. Schools in the interior villages, even in circle headquarters, are lying in horrible condition. There is no required teachers, class rooms, hostels and there is no proper demarcation of school boundary.
It is said that schools are the temples of learning and no society can develop without proper education. But in our district the educational institutions are like temple without priests and deities.
No visible improvement will be achieved in the education sector unless and until the Govt think seriously to improve school infrastructure including teachers’ quarters, hostel etc with proper demarcation of school boundary and posting of adequate teaching staff in the schools.
Regarding Benami business, I would like to mention here that for last many years general public including unemployed youths and students bodies have been witnessing the opaque policies in all departments in awarding contract and supply works. It is a harsh reality that big businessmen from outside the state have been awarded contract and supply works against the interest of unemployed youths and people of the state.
As we know, the stagnant water becomes the breeding ground of mosquitoes and other harmful germs, so the prevailing unemployment scenario may become threat to the peace and tranquility of the society. Once upon a time Assam and Punjab were also peaceful states, and Jammu and Kashmir was known as paradise on earth but today the people can well imagine the situation prevailing in these states.
At present there are thousands of unemployed youth in the state. It is right time for Govt to think seriously for wellbeing of the unemployed youths in particular and indigenous people of the state as a whole.

Drain construction is necessary
Dear Editor,
This letter is in support of the letter published in your esteemed daily few days
back regarding prohibitory order on the construction of drains along the NH-
Who is going to bear the expenses of the poor contractors now? I want to ask the authority why prior notice was not served earlier, Who will assure us about the construction of four lane national highway in a year or few years? How could we expect early results when the sanctioning for construction of four lane is under process ?
It is true that construction of four lane national highway will solve the entire problem concerning the development of the roads and its safety but we can construct the drains for the time being till the construction of the four lane highway as a part of safety and maintenance.
We have witnessed the worst condition of the highway particularly during monsoon due to improper drainage and its maintenance. So, construction of drains is not an obstacle, rather it is necessary for safe driving and protection of the road.
We came to know that many individuals or group of individual are carrying out the construction of drains in their respective colony, area, town etc. without proper permission from the department. I strongly discourage such activities and urge the people to let the work be carried out by the permission holders only for the greater interest of the state.
Lastly, I would like to request the state government and the executives of the state to withdraw the order for the greater interest of the poor contractors in the state.

We are delighted that Siang River and Kepangla Festival is going to be celebrated on coming 8th and 9th December at Yingkiong and Tuting respectively.But at this point, we would like to reiterate that Kepangla falls under Gelling Circle and Siang River enters into our motherland through the Duizing Phu, Gelling Village.
Naming it as Siang River and Kepangla Festival but not holding the festival at original site i.e. Gelling Village has really hurt the sentiment of the entire public of Gelling Circle whereas Gelling Village is competent enough to host the two days Mega Event as there are good accommodation facilities with Electricity, Water Supply and good road communication.
If the Siang River and Kepangla Festival is organized at Gelling Village then the public of Gelling Circle would get a chance to have a glimpse of our Ministers from the state and centre, officers and Tourists as they are expected to take part at the mega celebration.
